Armenia & Azerbaijan to Resume Karabakh Talks

According to Foreign Minister Vartan Oskanian, the meeting is “very tentatively” scheduled to take place in Moscow on January 23. A spokesman for his Azerbaijani counterpart Elmar Mammadyarov was quoted by Azerbaijani media as confirming the information.

President Robert Kocharian made it clear last month, however, that Yerevan will not cut any peace deals with Baku before the Armenian parliamentary elections due next month. Oskanian insisted on December 19 that the negotiating process has not been put on hold and will continue with “less publicity” in the coming months. “Assuming that there is political will, one can expect serious progress in this process at any moment.”

However, Azerbaijani leaders say they will never agree to Karabakh’s independence or unification with Armenia. In his New Year address to the nation, President Ilham Aliev said Baku can grant the Karabakh Armenians only “greater autonomy opportunities within Azerbaijan.”
How about letting the people of Karabakh decide their fate? Oh wait, that's democratic: Azerbaijan would never do such a thing.

1) The title "Armenia & Azerbaijan to Resume Karabakh Talks" could have come from any time in the last 10 years. How many times have these talks been resumed?

Prediction: nothing will happen this time, just as nothing happened the last time, or the time before that. Karabagh will be settled when both sides have a clear and strong incentive to settle, and that's just not the case now.

2) Democracy in Karabakh: would that include giving the ~300,000 Azerbaijani refugees a vote? I'm sincerely curious.
